2025-2029 Commute Trip Reduction Plan
Commute Trip Reduction (CTR) works to reduce air pollution, traffic congestion and fuel consumption by encouraging alternative transportation options other than driving alone throughout Washington State. Requirements are focused on employer-based programs that support employees in choosing non-drive alone commute options and reducing their drive-alone trips.
Alternatives to drive-alone trips include walking, biking, or rolling (such as on a scooter or mobility device), riding the bus, sharing a carpool or vanpool, working from home, or working a compressed work week to avoid peak commuting times.
Commute Trip Reduction Plan
On June 3, 2025, Pierce County Council adopted the Pierce County Four-Year Commute Trip Reduction Plan, 2025-2029. Other cities located in Pierce County also adopted Commute Trip Reduction Plans. City plans can be viewed here:

How was the Plan drafted?
We sought input from the community along with employers in Pierce County to develop comprehensive CTR plans for the largest jurisdictions in Pierce County. We took what we learned from the community and employers to develop strategies that address community needs and challenges and enhance mobility and quality of life for everyone.
As part of the work to draft the CTR plans, jurisdictions reviewed local Transit Plans and described how their CTR plan will support those plans. The transit agencies consulted included Pierce Transit, Sound Transit, and Intercity Transit, Jurisdictions also reviewed their Comprehensive Plans and described any essential updates to their Comprehensive Plan.
